ACHIEVEMENTS OF THE DEPARTMENT OF «STATE AUDIT» 

1. An important evidence of the quality of educational programs are the results of the rating conducted at the republican level by the Independent Agency for Accreditation and Rating (IAAR). According to the results of the rating of educational programs of the IAAR in 2018-2019, the educational programs 5B052100, 6М052100, 6D052100 - State Audit took the first place in the Republic of Kazakhstan (Kazpravda newspaper).
2. Confirmation of the key role of the EP at the university level is the active participation of employers in the work of EMA REMC MES RK in the direction of preparation «Business, Management and Law» (Audit and taxation): the Accounts Committee for Control over the Execution of the Republican Budget - the Supreme Audit Office in the Republic of Kazakhstan; The Committee for the Internal Public Audit of the Ministry of Finance of the Republic of Kazakhstan - the authorized body for internal state audit; «Centre for Financial Violations Research» RSE of the Accounts Committee for Control over Execution of the Republican Budget - the leading research centre in the field of public audit; professional audit organization «Chamber of Auditors of the Republic of Kazakhstan»
3. The department of «State Audit»implements the system of dual education. The branches of the department: from 2016 – at the «Centre for Financial Violations Research» RSE of the Accounts Committee for Control over Execution of the Republican Budget, from 2019 – at the Committee of the Internal Public Audit of the Ministry of Finance of the Republic of Kazakhstan. An agreement was concluded with the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan and it is planned to conduct training sessions from the 2019-2020 academic year. Highly qualified staff of the branches consists of prominent scientists-practitioners.  Employers of EP are active members of the Council of Employers of the L.N.Gumilyov ENU.
4. The high professional level of the teaching staff of the department of «State Audit»allows to maintain communication of science with employers. Academic Staff of the department (Beisenova L.Z., Alibekova B.A., Sembieva L.M., Shakharova A.E., Zhumataeva B.A., Rakayeva A.N.) participate in the examination of scientific reports of «Centre for Financial Violations Research» RSE annually.
5. The department of «State Audit»has a high pedagogical staff, allowing to conduct high-quality educational activities. At the department 3 DES professors, 7 CES associate professors; 3 PhD, including 3 teachers, owners of the state grant «The best teacher of the HEI» - Alibekova B., Sembiyev L., Beysenova L.; holders of the Bolashak International Scholarship of the Republic of Kazakhstan - Zh. Temirkhanov, B. Alibekova; the holder of the Honorary title «Founder of the Scientific School» of RAE - Zeinelgabdin A.; holder of the Honorary title «Honored Worker of Science and Education», honorary title of the Kazakh Academy of Education «Pedagogue-Researcher» - Sembieva L. Winner of the scientific grant of the Ministry of Education and Science of the Republic of Kazakhstan - A. Shakharova; Member of the Advisory Council for the improvement of the tax legislation Bekbolsynova A. Highly qualified staff of the branches consists of prominent scientists-practitioners. 
6. The results of scientific studies of faculty members are published in the form of monographs, textbooks and scientific articles. Academic staff in conjunction with employers published 4 textbooks: «State Audit » in kazakh and russian, «State Financial Control» и «Internal State Audit»; 5 monographs «The main trends in the development of the insurance market in conditions of economic instability», «Monetary and gredit regulation of economy», «Integration processes in accounting and auditing in accordance with IFRS», «Performanc-Based Budgeting: Theory, Methodology and Practice», «Environmental statistics».
7. Students also take an active part in the activities of the department. In the Republican competition NIRS among universities in the specialty 5B052100 «State Audit», students occupy top places. Master student Aldyngarova D. took 2nd place in the international scientific competition of young accountants and auditors, held with the support of the Finance Ministers of the Russian Federation in Moscow. In 2019, students of the State Audit specialty won prizesin the Competition for the best scientific work «Аrs sacra Audit», which is held annually by the Higher School of Management of L.N. Lomonosov Moscow State University.
8. For the operational plans of the Department of State Audit, the processes of bringing them to the attention of the staff and monitoring their implementation are important. The formulation of tasks should be simple and understandable to the employee, and control will allow not only to punish the negligent, but also to encourage those who have distinguished themselves - to obtain information for possible adjustments to tactical plans.

   As part of the implementation of the program IRN BR21882352 “Development of of state audit and effective management of national resources a new paradigm, concept and recommendations,” teachers of the department “Government Audit” acting. Professor Shakharova A.E., Associate Professor Serikova M.A., Acting Associate Professor Alibekovа A.B. and doctoral student of the EP “Public Audit” Bashu Z.R. in the period from December 4, 2023 to December 10, 2023, they visited Moscow on a working trip. During the business trip, they visited the Higher School of State Audit of Moscow State University named after M.V. Lomonosov, Financial University under the Government of the Russian Federation, Peoples' Friendship University of Russia and Russian Economic University named after. G.V. Plekhanov.

   Completed an internship at the Higher School of State Audit of Moscow State University named after M.V. Lomonosov. The main purpose of the internship is to exchange experience and study the features of training professional personnel for the field of financial control and government audit. As part of the internship, we became acquainted with the educational standards of Moscow State University, curricula and work programs of disciplines of the Higher School of State Audit of Moscow State University named after M.V. Lomonosov, learned about the features of organizing and implementing educational activities.    At the Russian Economic University. G.V. Plekhanov attended a number of events: on December 6, 2023, they participated in the round table “Prospects for the development of cooperation in the field of state audit”; on December 7, 2023, they participated in a guest lecture on the topic “Priorities for the development of state audit of the Republic of Kazakhstan in the context of effective management of national resources” for specialized students areas of training.

   At the Patrice Lumumba Peoples' Friendship University of Russia, a number of meetings were held with representatives of the Department of Accounting, Auditing and Statistics of the Patrice Lumumba Peoples' Friendship University of Russia and with teachers of the department. As a result, a Memorandum of Cooperation and a joint educational program were signed, the main goal of which was to build a system of professional guidance for partner universities.

   We also discussed a wide range of issues within the framework of professional and scientific cooperation of the L.N. Gumilyov Eurasian National University and the Peoples' Friendship University of Russia named after Patrice Lumumba; established guidelines for conducting joint fundamental and applied scientific research and implementing innovative activities.

   
   At the Financial University under the Government of the Russian Federation, we took part in the XV Anniversary International Scientific and Practical Conference “December Readings in Memory of S.B. The following projects are being carried out at the Department of State Audit:

1) carrying out scientific research within the framework of a government order together with the Center for Research, Analysis and Performance Evaluation LLP IRN BR2I882352 “Development of a new paradigm and concept for the development of state audit, recommendations for improving the system for assessing the quality of management and effective use of national resources” in the amount of 503,711,566 ,36 tenge (agreement No. 413 PCF-23-25 dated November 15, 2023) (leader Sembieva L.M., group members Shakharova A.E., Serikova M.A., Alibekova A.B., doctoral students Bashu Z.R., Ismailova A.Zh.)

2) a research project on the topic AP19677311 “Research on the possibilities of using deep artificial intelligence in forecasting the green securities market in Kazakhstan” (supervisor Sembieva L.M., group members Bekbolsynova, A.S., doctoral students Temirkhanov Zh.T, Ismailova Ә Zh., Zhusupov Eset) within the framework of the state order for the implementation of a scientific and (or) scientific and technical project under budget program 217 “Development of Science”, subprogram 102 “Grant funding for scientific research”, priority “Research in the field of social and human sciences” for government accounting.

3) Teaching staff of the department “Government Audit” in accordance with the agreement dated November 16, 2023 No. 93-GZ-23 of the LLP “Center for Research, Analysis and Performance Evaluation” at the Supreme Administrative Office for conducting an independent examination of research reports in accordance with the terms of reference on the following topics:

- “Research of methodological approaches to conducting an audit of the effectiveness of policies to counter the shadow economy and development of recommendations” (experts Ph.D., Associate Professor Alibekova B.A., Associate Professor B.A. Alibekova, Acting Associate Professor Tazhikenova S.K., and Ph.D., acting associate professor Rakaeva A.N.

-“Research of methodological approaches to assessing the effectiveness of state migration policy, and development of proposals for its improvement, taking into account the socio-economic development of the country and the characteristics of modern demographic processes” (experts Doctor of Economics, Professor Sembieva L.M., Ph.D. Sc., Associate Professor Alibekova B.A., Ph.D., Associate Professor Shakharova A.E.)

- “Research of international experience in certification of state auditors as a tool for increasing the human resources potential of state audit bodies and developing recommendations for their use” (experts Ph.D., Associate Professor A.E. Shakharova, and Ph.D., Associate Professor Rakaeva A.N. ass. professor doctor PhD, Serikova M.A.);

-“Research of methodological approaches to assessing the effectiveness of government policy, and development of proposals for the sustainability and adaptability of the labor market” (experts Doctor of Economics, Professor Sembieva L.M., Doctor of PhD, Acting Associate Professor Serikova M.A. economics, associate professor Tazhikenova S.K.).

5-year-old Ermek Sanzhar became the champion of Kazakhstan in chess, AtyrauPress reports, citing the press service of the regional department of physical culture and sports.

From January 24 to February 2, the Republic of Kazakhstan Children's Chess Championship was held in Shymkent. More than 600 children from all regions of the country took part in the competition.

Young Atyrau athlete Ermek Sanzhar became the champion of Kazakhstan in blitz chess at the championship among 6-year-old children. And in classical chess he won a bronze medal.
